What the Riyadh 18-2-25 talks really mean?

In one sentence. It means Europe is truly irrelevant. How true is this assessment? I think providing the vast majority of European countries remain either skittish or allergic (or maybe just selfish) to deploying fighting troops on the frontline in Ukraine…..then they are truly irrelevant to the process of bringing the Russo Ukraine war to some form of meaningful resolution.
